Depuis 2011, le peuple arabe syrien souffre d’une guerre injuste men\u00e9e par des gangs terroristes, soutenus par les puissances colonialistes et leurs outils dans la r\u00e9gion, dans le but de briser et de soumettre la volont\u00e9 de la Syrie, de d\u00e9truire sa puissance militaire et \u00e9conomique, et de bouleverser la coh\u00e9sion sociale.
\nLes sanctions injustes et le blocus \u00e9conomique suffocant impos\u00e9s \u00e0 la Syrie par les \u00c9tats-Unis, ainsi que par les pays occidentaux affili\u00e9s, sous pr\u00e9texte de d\u00e9fendre les droits de l’homme et la d\u00e9mocratie, sont, en r\u00e9alit\u00e9, des sanctions politiques, qui ont atteint un haut niveau de criminalit\u00e9 et de d\u00e9clin moral, cherchant \u00e0 exploiter la souffrance du peuple, pour r\u00e9aliser des fins politiques, mat\u00e9rielles et \u00e9conomiques, et utilisant la douleur et les malheurs du peuple syrien pour atteindre ses objectifs coloniaux. Ces sanctions ont affam\u00e9 le peuple syrien, emp\u00each\u00e9 l’acc\u00e8s aux m\u00e9dicaments et \u00e0 la nourriture, emp\u00each\u00e9 les besoins fondamentaux de survie et d\u00e9truit tous les aspects de vie, dans les domaines de la sant\u00e9, de l’\u00e9ducation et du d\u00e9veloppement. C’\u00e9tait une punition impos\u00e9e au peuple rejetant la domination coloniale sur sa richesse nationale, comme c’est le cas du peuple syrien, refusant de se soumettre aux diktats am\u00e9ricains et s’opposant aux politiques et sanctions qui contreviennent aux fondements de la l\u00e9gitimit\u00e9 internationale, au droit et aux normes internationaux, conform\u00e9ment \u00e0 la Charte des Nations Unies, fond\u00e9e sur le respect du droit de l’homme \u00e0 une vie d\u00e9cente.
\nLes sanctions p\u00e9nales impos\u00e9es \u00e0 la Syrie, en particulier ce que les \u00c9tats-Unis appellent la “Loi C\u00e9sar”, et les lois similaires, ont un grand impact g\u00e9n\u00e9ralis\u00e9 sur les droits de l’homme et la situation humanitaire en Syrie, comprenant tous les aspects de la vie du peuple syrien, en plus de l’isolement \u00e9conomique et financier complet de la Syrie. Quatre-vingt-dix pour cent de la population syrienne vit actuellement en dessous du seuil de pauvret\u00e9, avec un acc\u00e8s limit\u00e9 \u00e0 la nourriture, \u00e0 l’eau, \u00e0 l’\u00e9lectricit\u00e9, au logement, au combustible de cuisine, au chauffage, au transport et aux soins de sant\u00e9. La moiti\u00e9 des infrastructures est compl\u00e8tement d\u00e9truite ou gravement endommag\u00e9e, y compris la p\u00e9nurie de p\u00e9trole, de gaz et d’\u00e9lectricit\u00e9. Le processus de r\u00e9habilitation et de d\u00e9veloppement des r\u00e9seaux de distribution d’eau potable et d’irrigation, est au point mort, et ce, en raison du manque d’\u00e9quipements et de pi\u00e8ces de rechange ; cela a eu de graves r\u00e9percussions sur la sant\u00e9 publique et la s\u00e9curit\u00e9 alimentaire.<\/p>\n
Ainsi, la Campagne arabe et internationale pour briser le blocus et lever les sanctions contre la Syrie, ayant tenu sa quatri\u00e8me r\u00e9union virtuelle le 28\/09\/2023, en pr\u00e9sence d’environ 600 personnalit\u00e9s arabes et internationales, repr\u00e9sentant de nombreux organismes locaux, nationaux, sociaux, culturels et humanitaires, a lanc\u00e9 cet appel et \u00e9lev\u00e9, haut et fort, la voix \u00e0 tous ceux qui ont une conscience vivante, et aux pays, plaidant pour le droit et la justice, et \u00e0 toutes les institutions des droits de l’homme, les agences internationales, les associations, les partis et les autorit\u00e9s nationales, et les forces progressistes du monde, \u00e0 agir rapidement pour faire pression sur les pays qui imposent des sanctions \u00e0 la Syrie et \u00e0 son peuple, afin de les lever imm\u00e9diatement, car leur poursuite accro\u00eet l’ampleur de la destruction et de la souffrance du peuple syrien, ce qui menace sa vie et inflige de gros d\u00e9g\u00e2ts \u00e0 son avenir. Nous appelons \u00e9galement le monde libre \u00e0 faire preuve de solidarit\u00e9 avec le peuple syrien opprim\u00e9 et \u00e0 renverser ce que les \u00c9tats-Unis ont faussement appel\u00e9 la “Loi C\u00e9sar\u201d, ainsi qu\u2019autres proc\u00e9dures similaires, qui n’ont rien \u00e0 voir avec l’esprit de la loi et de la justice.<\/p>\n

\nThe International Campaign to Break the Siege and Lift Sanctions on Syria
\nThe Syrian Arab people have been enduring an unjust war, since 2011, waged by terrorist gangs, with the support of colonial powers and their agents in the region, with the aim of subjugating and breaking Syria’s will, destroying its military and economic power, and damaging its social fabric.
\nThe unjust sanctions and the suffocating economic blockade imposed by the United States of America, along with its affiliated Western countries against Syria, came under the pretext of human rights and democracy. However, in reality they are political sanctions that hit an unprecedented level of criminality and ethical deterioration. They seek to exploit the suffering of people for political, material and economic gains and use the pain and misfortunes of the Syrian people to attain their colonial goals. These sanctions have caused the Syrian people to starve, prevent their access to medicine and food, deprived them of the basic needs to sustain their lives and destroyed Syrian life in health, education and development aspects, as punishment for the peoples, who reject colonial domination over their national wealth; as inflicted on the Syrian people, who refuse to submit to American dictates, and stand against these policies and sanctions that violate the principles of international legitimacy, international law and norms, as enshrined in the UN Charter, and which are based on upholding respect for human rights to life and decent living.
\nThe punitive sanctions imposed on Syria, specifically what the United States calls the Caesar Act, is causing a massive widespread adverse impact on human rights and humanitarian situation in Syria, as these affect all aspects of life for the Syrian people, in addition to the extent of the complete economic and financial isolation of Syria. This has caused 90% of Syria\u2019s population to become below poverty line, with limited access to food, water, electricity, shelter, cooking and heating fuel, transportation, and healthcare, with more than half of the vital infrastructure completely destroyed or severely damaged, including shortages of oil, gas, and electricity, in addition to obstructing rehabilitation and development of drinking and irrigation water distribution networks, due to the lack of equipment and spare parts, which have serious repercussions on public health and food security.
\nAddressing the above, The Arab International Campaign to Break the Siege and Lift the Sanctions on Syria issues this appeal and raises its voice loudly calling on all those with a living conscience and countries advocating for truth and justice, as well as on all human rights organizations, international agencies, associations, parties, and national and world progressive forces, to act rapidly to exert pressure on the countries imposing sanctions on Syria and its people to lift them immediately. The continuation of these sanctions will only exacerbate the scale of destruction and suffering for the Syrian people, as they threaten their lives and have devastating effects on their future.
\nWe also appeal to the free world to stand in solidarity with the oppressed Syrian people, and to end what the United States falsely called the “Caesar Act,” which has nothing to do with the spirit of law or justice.
\nThis is an appeal to mobilize the determination and will of the free people, who oppose crimes and immoral and inhuman acts against humanity on this planet.

\nDas syrisch-arabische Volk leidet seit 2011 unter einem ungerechten Krieg, der von terroristischen Banden mit Unterst\u00fctzung der Kolonialm\u00e4chte und ihrer Agenten in der Region gef\u00fchrt wird, mit dem Ziel, den Willen Syriens zu unterwerfen und zu brechen, seine milit\u00e4rische und wirtschaftliche Macht zu zerst\u00f6ren sch\u00e4digt sein soziales Gef\u00fcge.
\nDie ungerechtfertigten Sanktionen und die erdr\u00fcckende Wirtschaftsblockade, die die Vereinigten Staaten von Amerika zusammen mit ihren westlichen Verb\u00fcndeten gegen Syrien verh\u00e4ngten, erfolgten unter dem Vorwand der Menschenrechte und der Demokratie. In Wirklichkeit handelt es sich jedoch um politische Sanktionen, die ein beispielloses Ausma\u00df an Kriminalit\u00e4t und ethischem Verfall anrichten. Sie versuchen, das Leid der Menschen f\u00fcr politische, materielle und wirtschaftliche Vorteile auszunutzen und nutzen das Leid und Ungl\u00fcck des syrischen Volkes, um ihre kolonialen Ziele zu erreichen. Hinzu kommt die Behinderung der Sanierung und Entwicklung von Trinkwasser- und Bew\u00e4sserungsverteilungsnetzen aufgrund des Mangels an Ausr\u00fcstung und Ersatzteilen, was schwerwiegende Auswirkungen auf die \u00f6ffentliche Gesundheit und die Ern\u00e4hrungssicherheit hat.
\nDie Arab International Campaign to Break the Blockade and Lift the Sanctions on Syria geht mit diesem Appell auf die oben genannten Punkte ein und erhebt ihre Stimme lautstark an alle Menschen mit lebendigem Gewissen und an alle L\u00e4nder, die sich f\u00fcr Wahrheit und Gerechtigkeit einsetzen, sowie an alle Menschenrechtsorganisationen , internationale Organisationen, Verb\u00e4nde, Parteien sowie nationale und weltweite fortschrittliche Kr\u00e4fte, schnell zu handeln, um Druck auf die L\u00e4nder auszu\u00fcben, die Sanktionen gegen Syrien und seine Bev\u00f6lkerung verh\u00e4ngen, damit diese sofort aufgehoben werden. Die Fortsetzung dieser Sanktionen wird das Ausma\u00df der Zerst\u00f6rung und des Leids f\u00fcr das syrische Volk nur noch versch\u00e4rfen, da sie ihr Leben bedrohen und verheerende Auswirkungen auf ihre Zukunft haben.
